World Ban k experts criticize Riga an d Ventspils Freeports

Today, World Ban k experts presented their interim report on the competitiveness an d man agement of Latvian ports, an d several critical comments are addressed to Riga an d Ventspils Freeports, informs LETA/Nozare.lv.
The final report, which will include recommendations on how to improve the situation, will be presented this summer.
In their interim report on Latvian ports, World Ban k experts criticize the use of obsolete infrastructure an d tran sit dependence on countries with their own ports. The report also states that, despite an increase in cargo turnover last year, the market share of Latvian ports has reduced from 21 to 37% over the past 12 years.
The report also draws attention to ship servicing issues. The Freeport of Ventspils plan s to modernize its infrastructure. The Freeport of Riga, however, is rather slow at dredging an d developing modern cargo terminals.
Assessing the boards of Latvian ports, World Ban k experts conclude that their members lack experience in the private sector. In addition, there are no terms of office for local government representatives at these boards. There is also insufficient coordination between Latvian ports an d railways.
There are no terms of office for the heads of ports an d their performan ce is not assessed each year. The private sector insufficiently participates in the man agement of ports. Ventspils businessmen, however, participate in board sessions, but it is not the case in Riga.
Dombrovskis will wait until World Ban k's recommendations on Latvian ports

It is necessary to wait for recommendations from World Ban k experts before reforming the Latvian port man agement system, Prime Minister Valdis Dombrovskis (Unity) said in an interview with the LNT morning show "900 sekundes" today, informs LETA.
Dombrovskis pointed out the World Ban k's interim report on Latvian ports was presented yesterday, an d that the World Ban k's recommendations were expected this summer. The respective ministries will be tasked with drafting models for improving the operations of Latvian ports, however, actual measures will be taken after receiving the World Ban k's recommendations.
The prime minister also noted that the World Ban k's critical comments about Latvian ports are no surprise – the State Audit Office's report had also showed problems.
