Грузооборот увеличился на 3,2%


Грузооборот в портах восточного побережья Балтийского моря в январе-феврале увеличился на 3,2%

Общий грузооборот в портах восточного побережья Балтийского моря за январь-февраль 2015 года составил 60 585,0 тыс. т, прирост составил 3,2% или 1 879,8 тыс. т, сообщает БК пресс-служба Клайпедского порта.

На крупнейшем в Польше контейнерном терминале закрыт доступ профсоюзным организаторам

МФТ поддерживает свою членскую организацию, профсоюз Солидарность, который столкнулся с отказом портовых властей допустить профсоюзных организаторов на самый крупный развивающийся контейнерный портовый терминал страны.

 

Запрет введен на гданьском терминале (DCT Gdansk) после протестов 30 докеров, высказанных в офисе высшего руководителя компании в связи с увольнением с работы профсоюзного лидера на прошлой неделе. 

 

Число членов профсоюза в порту достигло почти 50%.

Несмотря на это, руководство не реагирует на поднятые профсоюзом проблемные вопросы, касающиеся оплаты труда, контрактов, серьезных переговоров, консультаций и отпусков.

Профсоюз также привлек юридическую фирму для участия в своих переговорах о коллективном договоре в качестве посредника и своего представителя.

 

Для терминала DCT Gdansk недавно был выделен кредит в размере 290 млн. евро на расширение мощностей.

Планируется дополнительно нанять 1500 работников в связи с ростом спроса на глубоководные морские перевозки в странах Центральной и Восточной Европы. Часть кредита выдана под гарантии ЕБРР.

Представители МФТ ведут диалог с ЕБРР о требованиях, предъявляемых банком к своим клиентам. В частности, одно из условий - не препятствовать созданию профсоюзов и вступлению в профсоюзы по свободному выбору сотрудников, не препятствовать проведению коллективных переговоров и не допускать дискриминации в отношении тех, кто участвует в работе профсоюзов.

 

Президент МФТ и председатель секции докеров Пэдди Крамлин говорит: «Похоже, что руководство терминала DCT Gdansk пытается использовать все доступные подлые методы, чтобы избежать открытого диалога с профсоюзом Солидарность. Обращение с членами профсоюза и его лидерами возмутительно и недопустимо. Мы надеемся на скорейшее заключение нового коллективного договора. Тем временем мы продолжим диалог с ЕБРР, будем наращивать давление на инвестиционную банковскую группу Macquarie, владельца DCT, и поставим в известность заказчиков и международную профсоюзную общественность».

 

Торбен Сиболд, второй заместитель председателя секции докеров МФТ, намерен встретиться с польскими профсоюзными лидерами в апреле, чтобы обсудить международную поддержку в рамках этой кампании.

Президент РФ Владимир Путин внес в Госдуму на ратификацию договоры между Россией и Эстонией о российско-эстонской границе и о разграничении морских пространств в Нарвском и Финском заливах.
Об этом сообщает пресс-служба Кремля.


Глава государства,Владимир Путин, назначил первого заместителя министра иностранных дел Владимира Титова официальным представителем президента при рассмотрении палатами Федерального Собрания вопросов о ратификации договоров.

Договоры были подписаны в Москве 18 февраля 2014 года. Договоры являются базовыми документами, определяющими прохождение государственной границы между РФ и Эстонией.

На сухопутном участке российско-эстонская государственная граница устанавливается в нынешнем начертании, то есть проходит по бывшей административной границе между РСФСР и Эстонской ССР с незначительными отклонениями на отдельных участках, вызываемыми необходимостью учета сложившейся линии разграничения землепользования России и Эстонии и характера местности. Корректировка прохождения границы на сухопутном участке проведена на условиях адекватной территориальной компенсации.

Разграничение морских пространств осуществлено на основе положений Конвенции ООН по морскому праву 1982 года. Линия разграничения базируется на срединной линии с небольшими спрямлениями. В Нарвском и Финском заливах Российской Федерации и Эстонской Республике отходят равные по суммарной площади районы моря.

Вступление договоров в силу приведет российско-эстонскую государственную границу в соответствие с реальной ситуацией на местности и не повлечет за собой каких-либо негативных для РФ последствий социально-экономического и иного характера, отмечается в сообщении.

Poland’s largest container terminal bans dock union organisers

The ITF is supporting Polish affiliate union Solidarnosc, after its organisers were banned from accessing the country’s fastest growing port terminal.

The ban at DCT Gdansk follows a protest by 30 dockers at the office of the CEO over the termination of a union leader’s employment contract last week. 

Union membership at the port is approaching 50 percent. Despite this, management has failed to address union concerns over a number of important issues including pay, contracts, meaningful negotiation, consultation and holidays. It has also brought in a legal firm to handle negotiations with the union over a collective bargaining agreement (CBA) rather than dealing with the process directly.

DCT Gdansk recently secured loans of EUR290 million to expand its operations and plans to employ 1,500 workers to meet the growing demand for deep-sea services in Central-Eastern Europe. Some of this borrowing is secured through the European Bank of Reconstruction and Development (EBRD). ITF representatives are in dialogue with the bank over its performance requirement for clients, which stipulates that they will not discourage workers from forming or joining workers’ organisations of their choosing or bargaining collectively, and will not discriminate against workers who participate in such organisations.

 

ITF president and chair of the ITF dockers’ section, Paddy Crumlin said: ”It looks like DCT Gdansk is trying to deploy every dirty trick in the book to avoid dealing openly with Solidarnosc. Its treatment of union members and leaders is deplorable and unacceptable. We expect to see a new CBA shortly. In the meantime we will continue our dialogue with the EBRD, step up pressure on the investment banking group Macquarie which owns DCT and raise this problem with customers and the international trade union community.”

Christmas at DCT
Some of our colleagues were called into a meeting on 17th December and they were wondering if they were about to receive a Christmas present from DCT management. Unfortunately, it appears that Christmas is, yet again cancelled at DCT, as they were given a letter from management representatives criticising our union. These management representatives also made negative comments about union activity. We do not have the same opportunity to call all workers to a meeting such as this, so our only way to respond is by giving you this leaflet.
We believe that employers who treat their workers well and respect their rights at work should have the opportunity to expand their operations. We encourage good employers to expand their operations and work with us to create more quality jobs for Polish workers.
But the question our members ask is this: Is DCT Gdansk a good employer?
We are still waiting to hear management proposals on issues such as; extra payment for weekend and public holiday working and changes to shift patterns. We have also asked them to employ workers on permanent (not temporary) contracts, improve pay for working at a higher level and sign a full collective agreement with the union where they would negotiate all changes to our terms and conditions, instead of just announcing their decisions. At our last meeting on 5th December, we told them that we are disappointed they have been unable to reach a single agreement with us on any of these issues, so far.
Our members know this port makes good profits. Our members know this port intends to expand and make more profit. But we know that our members do not feel they are treated fairly or with respect. Management told us they think they are a good employer. We told them that good employers do not justify their status by saying they are not the worst employer in Poland.
Fear
Many of our members tell us they feel management try to create fear amongst us in order to prevent us from asking for our fair share. This fear can only exist if it is kept secret.  We do not want our colleagues to live in fear of losing their jobs. This is not fair and is an attack upon our dignity and respect. We do want to work for a good employer and we want to feel valued as employees. If we can be valued, we will work with DCT management to help them expand the terminal and become the best employer in Poland.
It is true that we want to open up some of the working practices in this terminal to outside inspection. This is not a time for threats or intimidation, but it is a time for management to demonstrate – with actions, not words – that they are (and will continue to be) a good employer. Banks, customers and government also want to work with the best employers. Many have criteria preventing them from working with organisations where the workforce is not treated with respect. We have simply asked them to look at this situation and make their own decisions. If DCT management genuinely believes they have acted responsibly, then they have nothing to fear from opening up their activities to these interested parties and let them make their own decisions. If they have concerns about doing this, then their alternative is to sit down with us, make an agreement and then we will work constructively with them to expand their business.
Our Christmas wish
We would like to wish all of our colleagues - working (without any extra payment) or not working on Christmas Day – a very merry Christmas. The Christmas present we would dearly like to give ourselves is respect and dignity at work. We deserve nothing less. Please be assured that we will work with colleagues in Poland and internationally to do everything we can to deliver this.
We have made good progress in our campaign and we have done this by standing together. We are a strong group of workers and we can win respect. But it is really important that we continue to stand together. If any member has some questions or concerns, then we are always available to discuss these with you. Please come and talk to us. It will be in full confidence. We understand this is a difficult and worrying time, but we believe we can win this because we are simply asking for what is fair.
Remember, the more members we have, the more we can succeed. Now is a really important time for all of our colleagues to support us.
Please keep reminding all of our colleagues who have not yet joined, to join the union and help us win.

МФТ призывает к солидарности с докерами Индии, которым грозят массовые увольнения

Пять профсоюзных федераций Индии объединились для проведения совместной исторической кампании в защиту гарантий занятости докеров в преддверии акционирования порта. Они объявили бессрочную забастовку в 11 крупнейших портах страны, начиная с 9 марта.


Федерации и их профсоюзные организации 20 февраля одновременно подали уведомления о планируемой забастовке. 


В забастовке принимают участие следующие федерации: Национальная федерация портовиков и докеров, Национальная федерация работников водного транспорта, Национальная федерация работников портов и доков, Федерация работников причалов, портов и доков, Индийская федерация портовиков и докеров.


Правительство предлагает внести поправки к Закону о трестах по владению и управлению крупными портами от 1963 г., который и  сегодня защищает статус портов, чтобы крупнейшие порты стали автономными акционированными предприятиями. Профсоюзы опасаются, что эта инициатива откроет двери для будущей приватизации, которая нанесет удар по портам, лишит работы докеров, а пенсионеров - пенсий. 


Шарон Джеймс, секретарь секции докеров МФТ, и Сангам Трипати, заместитель регионального секретаря МФТ по Азиатско-Тихоокеанскому региону, приехали в Ченнаи для встречи с лидерами и активистами национальных профсоюзов докеров, а также для проведения семинара для активистов. Шарон Джеймс говорит: «Одновременная подача уведомления о забастовке профсоюзами и федерациями стала заявлением о серьезных намерениях выполнить те решения, которые были приняты в начале года».


«Эти самые докеры внесли огромный вклад в рост национальной экономики, а теперь им грозит неопределенное будущее в том случае, если правительство начнет реализовывать свои планы. Мы задействуем наши членские организации в поддержку 40 тысяч членов профсоюзов, работающих в этих портах, чтобы они знали, что они не одиноки в своей борьбе, особенно если им придется начать бессрочную забастовку всего через несколько дней».


Более 30 тысяч докеров организовали в крупнейших портах Индии массовые протесты в рамках национального дня действий 8 января, выступая против планов приватизации, выдвинутых правительством.

ITF urges solidarity with Indian dockers facing massive jobs threat

Five Indian union federations have come together in a historic joint campaign for dockers’ jobs in the face of port corporatisation and have announced an indefinite strike in 11 major ports beginning on 9 March.


The federations and their affiliated unions simultaneously filed strike notices on 20 February. 


The federations taking the action are the All India Port & Dock Workers’ Federation; the Water Transport Workers’ Federation of India; the All India Port & Dock Workers’ Federation (workers); the Port, Dock & Waterfront Workers’ Federation; and the Indian National Port & Dock Workers’ Federation.


The government is proposing to amend the Major Port Trust Act 1963, which has so far protected the status of the ports, to turn the major ports into autonomous, corporate bodies. Unions fear this would pave the way for future privatisation, which they believe would be detrimental to the future of the ports, the survival of dock workers’ jobs and workers’ pensions. 


ITF dockers’ secretary Sharon James and Asia Pacific assistant regional secretary Sangam Tripathy were in Chennai to meet with national dockers’ union leaders and activists, and to run a training workshop for the activists.  James said: “The filing of the strike notice by the unions and federations was a statement of the seriousness of their intent to follow through on the decision made earlier this year.


“These dockworkers have made an important contribution to the growth of the national economy but they now face an uncertain future if the government goes ahead with its plans. We are gearing up our affiliates to support the 40,000 members we have in these major ports so that they know they aren’t fighting this alone, especially if they are forced to go on strike indefinitely in just a few days’ time.”


More than 30,000 dockers staged mass protests in India’s major ports as part of a national day of action on 8 January against the government’s privatisation plans.
