LASHING IS DOCKERS’ WORK! UNION STRUGGLE ACHIEVES MAJOR VICTORY FOR EUROPEAN DOCKERS

Yesterday, 22 February 2018, an agreement was reached between the International Transport Workers’ Federation (ITF) and the Joint Negotiating Group (JNG) which represents international maritime employers.

The agreement is particularly significant for dockers and their struggle to ensure that lashing work is dockers’ work. A revision of the so-called Dockers’ Clause clarifies that dockers have the right to carry out cargo-handling operations. And that includes lashing! The agreement also gives more legal certainty if companies do not comply with this rule.

‘As the Chair of ETF Dockers I am very proud of the collective work that our unions have done to reach this agreement’, says Terje Samuelsen. ‘We have fought hard in the workplace and in politics to achieve this step. The struggle is not over, but this agreement definitely offers a chance to solve ongoing conflicts in Europe and other regions.’

 

This change in the Dockers’ Clause was one of the ITF’s main demands, and it was particularly important for the European affiliate unions. In Europe, and especially in the North Sea and Baltic Sea areas, dockers have already been determinedly fighting for several years to get back lashing jobs.

ETF Dockers’ Vice-Chair Torben Seebold adds ‘We started the ETF/ITF lashing campaign back in 2015, because this issue was so important for our rank-and-file members. The double blow of automation and declining cargo volumes is eroding jobs in European docks. So we are fighting to ensure that every single dockers’ job is done by dockers. Solidarity between dockers and seafarers is at the heart of our 70-year-old Flags of Convenience (FOC) Campaign. With this agreement we proved once again that this solidarity is as strong as ever.’

‘We are now ready to work on the implementation of the agreement, said Niek Stam from ETF/ITF Dutch affiliate FNV Havens. ‘We’ll make sure that dockers are trained and available to lash in each port of call. And we will open a dialogue with the European employers. We also plan to invite all major feeder companies to work together to ensure smooth enforcement: the sooner we reach a mutual understanding, the sooner our dockers will be ready to provide their excellent services.

At the same time, we will not stop putting pressure on the competent authorities to make sure that regulations are amended if necessary. We must be very clear that all over Europe only one rule applies: dockers do the lashing!’

This new IBF Framework Agreement will be valid from 2019 to 2022.

Cargo traffic at the Lithuanian seaport of Klaipeda grew to 3.881 million tons in January 2018, up 13.9% from 3.406 million tons in the same month last year, informs LETA/BNS.

The port said it was its highest ever overall result for January, with new records for the month also set in the oil product, containerized and ro-ro cargo groups.

Year-on-year, liquid cargo volumes jumped by 21.9% to 1.149 million tons, general cargo volumes rose by 19.6% to 1.143 million tons and bulk cargo volumes were up by 5.4% to 1.589 million tons.

The total number of ship arrivals in Klaipeda increased by seven, or 1.3%, to 537 ships.

In January 2018, all Latvian ports together handled 5.02 million tons of cargo, down 22.1% from the same period a year ago, writes LETA, according to information released by the Transport Ministry.

Bulk cargos, which dominated in the Latvian ports in January this year, fell 23.1% to 2.577 million tons. Coal cargos contracted 40.1% to 1.143 million tons, chemical cargos rose 8.3% to 230,800 and woodchip cargos dropped 26.5% to 111,900 tons

Reloading of liquid cargos in the Latvian ports was down 35.8% to 1.435 million tons in January 2018. Oil products made up the largest part of the liquid cargos reloaded in January, falling 36.9% year-on-year to 1.362 million tons.

Handling of general cargos, meanwhile, increased 17.2% to 1.008 million tons. Container cargos rose 4.5% to 396,200 tons and roll on/roll off cargos grew 18.8% to 283,600 tons. Timber was up 35.7% to 276,100 tons.

Riga led other Latvian port by cargo turnover in January this year, having reloaded 2.77 million tons of cargo, which was 13.5% less than in the month of 2017. The port of Ventspils followed with 1.477 million tons of cargo reloaded in January 2018, down 42% year-on-year, and the port of Liepaja was third with 643,000 tons of cargo, up 9.6% from January 2017.

Skulte led Latvia's small ports by cargo turnover in January 2018, as it reloaded 66,600 tons at a 19.1% rise year-on-year. Salacgriva followed with 26,700 tons, up 32.8%, and Mersrags was third with 25,400 tons, down 7.3%.

All small Latvian ports together handled 129,700 tons of cargos in January of this year, up 19.9% from the respective period last year.

In 2017, the Latvian ports reloaded 61.877 million tons of cargo, down 2% from 2016.

Грузооборот Клайпедского порта в первом месяце года составил 3,881 млн. тонн грузов - на 13,9% больше, чем в январе прошлого года (3,406 млн. тонн), сообщает Дирекция порта.

Порт сообщил, что январь этого года был рекордным за всю историю порта, были также достигнуты самые высокие показатели погрузок за месяц по группам нефтепродуктов, контейнеризированных грузов и грузов ро-ро.

Погрузки наливных грузов за год увеличились на 21,9% до 1,149 млн. тонн, генеральных грузов - на 19,6% до 1,143 млн. тонн, погрузки насыпных грузов - на 5,4% до 1,589 млн. евро.

В январе в порт зашло 537 судов - на 1,3% (7 судов) больше, чем в январе прошлого года.

Через терминал в Бутинге в 2018 году импортировано на 17% меньше грузов

Контролируемый компанией по переработке и транспортировке нефти Orlen Lietuva нефтетерминал в Бутинге в первом месяце этого года отгрузил 747,8 тыс. тонн нефти - на 16,9% меньше, чем в январе 2016 года, сообщил Клайпедский порт.

По сравнению с декабрем прошлого года в январе погрузки нефти на терминале уменьшились на 24,3%.

В 2017 году терминал перевез в общей сложности 9,8 млн. тонн нефти - на 5,4% больше, чем в 2016 году (9,3 млн. тонн).

Через Бутингский терминал Orlen Lietuva с середины 2006 года импортирует нефть только для своих нужд.

В январе 2018 года в латвийских портах было перевалено 5,02 млн. тонн грузов - на 22,1% меньше, чем в январе 2017 года, свидетельствуют данные Министерства сообщения.

Больше всего в январе перевалено сыпучих грузов - 2,577 млн. тонн (-23,1%), в том числе 1,143 млн. тонн (-40,1%) угля, 230,8 тыс. тонн (+8,5%) химических сыпучих грузов и 111,9 тыс. тонн (-26,5%) древесной щепы.

Наливных грузов перевалено 1,435 млн. тонн (-35,8%), в том числе нефтепродуктов - 1,362 млн. тонн (-36,9%).

Генеральных грузов перевалено 1,008 млн. тонн (+17,2%), в том числе контейнерных - 396,2 тыс. тонн (+4,5%), лесоматериалов - 276,1 тыс. тонн (+35,7%), грузов ро-ро - 283,6 тыс. тонн (+18,8%).

Лидером по грузообороту остается Рижский порт, в январе переваливший 2,77 млн тонн грузов (-13,5%). Грузооборот Вентспилсского порта составил 1,477 млн тонн (-42%), Лиепайского порта - 643 тыс. тонн (+9,6%).

Среди малых портов больше всего грузов в январе было перевалено в Скултском порту - 66,6 тыс. тонн (19,1%), далее по грузообороту следуют Салацгривский порт с 26,7 тыс. тонн (+32,8%) и Мерсрагский порт с 25,4 тыс. тонн (-7,3%).

Всего в малых портах в январе 2018 года перевалено 129,7 тыс. тонн грузов - на 19,9% больше, чем годом ранее.

В 2017 году грузооборот латвийских портов составил 61,877 млн тонн.

В январе 2018 года грузооборот Лиепайского порта составил 643,013 тыс. тонн, что на 9,6% больше, чем в январе 2017 года, сообщила представитель Лиепайской специальной экономической зоны Лига Ратниеце-Кадеге.

Удельный вес переваленных в порту в январе сыпучих грузов составил 75%, зерна - 45%, генеральных грузов - 14%, наливных - 11%.

Больше всего грузов в порту в январе перевалили предприятия Liepaja Bulk Terminal Ltd (208,066 тыс. тонн) и Ekers Stividors LP (191,499 тыс. тонн).

В январе в Лиепайском порту обслужено 128 судов и 2657 пассажиров.

В Рижском свободном порту в январе этого года перевалено 2,771 млн. тонн грузов, что на 13,5% меньше, чем за соответствующий период прошлого года, свидетельствуют данные порта.

Согласно обнародованным портом данным, больше всего в январе перевалено насыпных грузов - 1,704 млн. тонн (-11,2%). Генеральных грузов перевалено 623,8 тыс. тонн (+13,2%), наливных - 442,8 тыс. тонн (-39,7%).

Наибольший удельный вес в структуре перевалки в январе по-прежнему занимал уголь - 32,1% (в 2017 году - 35%, в 2016 году - 35,9%). Доля нефтепродуктов в грузообороте составила 15,8%, контейнерных грузов - 13,4%, лесоматериалов - 8,4%, химических грузов - 7,9%.

В 2017 году грузооборот Рижского порта составил 33,675 млн. тонн, что на 9,2% меньше 2016 года.

Reedel, 9. veebruaril nõustusid tööandjate poole esindajad riikliku lepitaja poolse lepitusettepanekuga, olles sellest päev varem, 8.veebruaril keeldunud.

Tööandjate esindaja poolsel hinnangul suurenevad ettevõtete palgakulud selle kokkuleppe tagajärjel 10-15%.

Helsinkin Sanomatele laekunud info kohaselt oleksid ametiühingud (AKT ja Merimiesunioni) selle ettepanekuga juba eile nõustunud, aga tööandjate pool keeldus, hinnates kokkuleppest tulenevaid kulusid liiga suureks. Selle juhtumi teeb unikaalseks asjaolu, et praktiliselt esimest korda ajaloos on sadamate töötülides riikliku lepitaja kokkuleppest keeldujaks pooleks tööandjad, tavaliselt on selleks olnud ikka ametiühingud.

 

Töövaidlus puudutas 25-40 töötaja kollektiivlepinguid ja kokkuleppele jõudmata oleks esmaspäeva hommikul Turu, Naantali,Rauma,Kokkola ja Oulu sadamates alanud streik mis oleks seisanud praktiliselt kogu Soome ekspordi.

The Transport Workers' Union AKT and the Finnish Seafarers' Union SMU had threatened to close down five of the nation's sea ports as of next Monday morning. The ports of Oulu, Kokkola, Rauma, Naantali and Turku were to be targeted by union action in a pay dispute.

The two sides Friday initially approved a compromise proposal that will raise wages for workers included in the deal by 1.6% beginning in March, and provide union members with a one-time 210 euro payment. If given final approval, the contract will be
in force until the end of February 2021.

Профсоюз работников автотранспорта AKT и профсоюз моряков совместно с организацией работодателей Avainta ry одобрили предложение, внесенное посредником Юккой Ахтела.

Угроза забастовки касалась портов Оулу, Коккола, Раума, Наантали и Турку. В случае отсутствия договоренности забастовка должна была начаться в понедельник утром. Предметом спора являлись оплата и условия труда машинистов подъемных кранов и портовых работников.

Представители Avainta ry назвали достигнутое соглашение "тяжелым" и дорогостоящим, но, как говорится в пресс-релизе организации, последствия забастовки для финского экспорта и народного хозяйства могли быть еще более серьезными.

Stevedores will stage a 24-hour strike at all ports in Finland on February 2 as part of a political protest against the government’s employment policies, a statement issued by Finish stevedoring company STEVECO says.

Stevedores, part of the Transport Workers’ Union (AKT), will take part in the protest from 6:00 a.m. February 2 to 6 a.m. February 3.

What is more, Finnish Seafarers’ Union (FSU) has urged all its members to participate in a protest at 11:00 a.m. on February 2 at the Senate Square in Helsinki.

AKT and FSU are affiliated to SAK, the Central Organization of Finnish Trade Unions which organizes the protest.

Trade unions in the country are opposing to the new unemployment security legislation which entered into force at the beginning of this year. SAK stresses the new law is “another cut in unemployment security.”

From the beginning of the year, unemployed people must report their progress in job-seeking to the unemployment fund or the Social Insurance Institution (Kela) quarterly. The unemployment fund or Kela can then consider whether they have been active enough in finding employment or not.

Should they decide someone has not done enough to seek out employment, the benefit will be cut by 4.65 percent for the next three months.

Докеры проведут 24-часовую забастовку во всех портах Финляндии 2 февраля в рамках политического протеста против политики правительства в области занятости, говорится в заявлении стивидорной компании Finie StEVECO.

Докеры, входящие в Федерацию Профсоюзов Работников Транспорта Финляндии (АКТ), примут участие в протесте с 6:00 утра 2-го февраля до 6:00 утра 3-го февраля.

Более того, Профсоюз Моряков Финляндии (SМU) призвал всех своих членов принять участие в акции протеста 2-го февраля в 11:00 на Сенатской площади в Хельсинки.

AKT и SМU являются аффилированными членами SAK, Центральной Организации Профсоюзов Финляндии, которая организует протест.

Профсоюзы в стране выступают против нового законодательства о «модели активности», которое вступило в силу в начале этого года.

SAK подчеркивает, что новый закон является «еще одним сокращение уровня защиты безработного».

С начала года безработные должны сообщать о своем прогрессе в поиске работы в Фонд по безработице или в Институте социального страхования (Кела) ежеквартально.

Фонд по безработице или Kela могут затем рассмотреть, были ли они достаточно активны в поиске работы или нет.

Helsingin Sanomat avaldas kolmapäeval uudise, et Soome transpordiametiühingute liit AKT ja Soome meremeeste ametiühing SMU ähvardavad alustada streiki viies sadamas, juhul kui sadamaettevõtted ei alusta läbirääkimisi nendes sadamates töötavate kümnekonna töötajaga  kollektiivlepingu sõlmimiseks.

Tööandjate liidu andmetel on need viis sadamat Oulu,Turku,Naantali, Kokkola ja Rauma.

Kuigi Soome suurimad sadamad Helsinki, Kotka ja Hamina esialgu streigis ei osale, oleks streigil suur mõju, sest läbi nende viie sadama kulgeb 20-30 % kogu Soome ekspordist.

Стороны вернутся к переговорам в понедельник, после президентских выборов.

Helsingin Sanomat в среду, 17.01.2018, была опубликована новость, что Федерация Транспортных Работников АКТ и Профсоюз Моряков Финляндии SMU  угрожают начать забастовку в пяти портах, если портовые компании не начнут переговоры по коллективному договору покрывающему десятки работников в этих портах.

По данным Союза работодателей, эти пять портов - Оулу, Турку, Наантали, Коккола и Раума.

Хотя крупнейшие финские порты в Хельсинки, Котка и Хамина вначале не участвуют в забастовке, забастовка будет иметь большое влияние, поскольку через эти пять портов идут 20-30% всего финского экспорта.

Начало забастовки состоится 29 января, в шесть утра, если стороны не начнут переговоры до этого времени.

Первыми начнут забастовку крановщики и охрана портов, что, по сути, означает остановку всей работы в порту.

Союз работодателей считает, что забастовка будет иметь критическое  значение для Финляндии, поскольку порты Оулу и Коккола особенно важны для лесной промышленности. Порты Юго-Западной Финляндии, в свою очередь, являются центральными в области технологий и металлургической промышленности.

Представители обеих сторон должны встретиться в ближайшие дни.

Юха Анттила, секретарь делегации переговорщиков АКТ, опрошенный Helsingin Sanomat, не хочет останавливаться на достигнутом.

A study on the profitability, cost and possible route of the Tallinn-Helsinki tunnel is to be completed at the beginning of February 2018, the Aktuaalne Kaamera newscast of the public broadcaster ERR reports, cites LETA/BNS.

Estonian Prime Minister Juri Ratas said in an interview to ERR that he is to meet with his Finnish colleague Juha Sipila in a couple of weeks to discuss the tunnel.

According to Ratas, Estonian and Finnish governments are to start really handling the topic of the tunnel.

"We will meet with the Finnish prime minister and discuss the real capacity of and the need for the tunnel. This tunnel would join Rail Baltic and the Finnish railway, and would add a lot to the economic environment," Ratas said in the interview.

Sipila's advisor Riikka Pakarinen told the newscast that the heads of government are to meet this spring, after the tunnel study is published.

The results of the first stage project are to be published on Feb. 7.

The Tallinn-Helsinki tunnel would be an underwater construction with a length of 90 kilometers. A train would reach from one capital city to another in about half an hour.

Ships of the listed Estonian shipper AS Tallink Grupp carried 815,300 passengers in December 2017, 6.2% more than during the same month in 2016, reports LETA/BNS.

The number of cargo units carried during the month grew 10% year over year to 28,315 and of vehicles 0.6% to 87,700.

The number of passengers carried in the final quarter of the year was 2.3 million, 4% more than during the same three-month period in 2016. The number of transported cargo units increased 14.1% to 97,300 units but the number of passenger vehicles decreased 0.8% to 254,000 year over year, the company told the stock exchange.

Passengers carried between Estonia and Finland in December numbered 435,500, marking an increase of 5.5%, and cargo units numbered 17,900, up 12.3%. The number of passenger cars meanwhile declined 0.4% to 67,000. In the fourth quarter, the number of passengers on the Estonia-Finland route grew 2.6% to 1.2 million, cargo units were up 16.1% at 61,700, and the number of passenger cars dropped 2.4% to 195,900.

On the Estonia-Sweden route the number of passengers in December increased 6.6% year over year to 86,500 and the number of passengers in the final quarter of the year grew 6.1% to 236,700. The number of cargo units decreased by 2% to 3,300 in December but grew 1.2% to 11,500 in the final quarter of the year.

Of passenger cars respectively 4.3% and 4.9% fewer were carried on the Estonia-Sweden route in December and the final quarter of the year.

On the Finland-Sweden route the number of passengers grew 4.3% to 232,300 in December and 1.4% to 685,100 in the final quarter of the year. The number of cargo units grew by 5.8% over year for December and by 7.3% for the fourth quarter to respectively 5,980 and 20,100. Of cars 9,963 were carried in December, 10.1% more than in December 2016, and 26,288 in the fourth quarter, 2.6% more than in the fourth quarter of 2016.

On the Latvia-Sweden route the number of passengers grew 19.5% to 60,860 in December and 26.9% to 167,100 in the final quarter of the year. Cargo units carried on that route grew 44.3% over year to 1,154 units in December and 89.3% to 4,116 units in the final quarter.

Cars carried on the Latvia-Sweden route numbered 5,600 in December and 16,100 in the fourth quarter, marking increases of respectively 2.5% and 22%.

In the disclosure of passenger and cargo statistics to the stock exchange, Tallink highlighted several events that had an effect on the company's operations in the reporting period. Specifically, on Jan. 29, 2017 the new LNG fast ferry Megastar started operating Tallink Shuttle service on the Tallinn-Helsinki route, replacing the fast ferry Superstar. In December 2016, the cruise ferry Silja Europa started operating on the Tallinn-Helsinki route, replacing the cruise ferry Baltic Queen.

In December 2016, the cruise ferry Baltic Queen started operating on the Tallinn-Stockholm route, replacing the cruise ferry Romantika. Cruise ferry Romantika started operating on Riga-Stockholm route in December 2016 as a second ship next to the cruise ferry Isabelle.
