Rail Garant and Muuga CT still in disagreement on terminal management

Russia-based transport company Rail Garant and Estonia-based enterprise Transiidikeskus still cannot reach compromise regarding operation of a new container terminal in Muuga, reports LETA/BBN referring to Äripäev.

As reported, after the council of Estonians state-owned port operator Tallinna Sadam (Port of Tallinn) declared in early March the offer of Russian company Rail Garant as the best among bids that were submitted for operating the new Muuga port container terminal area yesterday, the other contestant of the competition, Transiidikeskus, that operates a container terminal next to the new terminal area, declared that it would dispute the results. Board chairman of Transiidikeskus Erik Laidvee said that their bid was much better and that Tallinna Sadam will forge a deal that is harmful for the state. Laidvee said that the company will turn to court and to the Competition Board to protect its rights.

Representatives of the Port of Tallinn said that in spite of criticism,
Muuga CT
is not capable of securing considerably larger cargo flows and therefore the port decided to sign a contract for the new container terminal with Rail Garant.

Sergei Artjomov, the board member of
Muuga CT
, denies it.

"We guaranteed 550,000 TEUs in the new terminal, while Rail Garant guaranteed only 270,000," asks Artjomov.

Transiidikeskus that belongs to oil businessman Anatoli Kanajev has publicly accused the council of having forged the winning bid and claims that the decision is damaging Estonia's national interests.

"We made a better bid, but the contract went to another company," said a representative of Transiidikeskus, adding that the state is going to lose tens of millions of euros.

As LETA informed, Rail Garant was giong to invest 60 million euros in the Muuga container terminal of AS Tallinna Sadam.
